UVAC has been contacted by a several HEIs seeking clarification as to whether student number controls apply to Higher and Degree Apprenticeship. Logically HE student number controls should only apply to Tuition fee eligible programmes. Given that apprenticeship numbers are also returned via HESA a concern has, however, been expressed that apprenticeship numbers could be capped unintentionally by student number controls.
UVAC has contacted DfE and asked for confirmation that HE student number controls do not apply to Higher and Degree Apprenticeship programmes. We have made the point that Apprenticeships are funded by the levy pot and that it would be entirely inappropriate to limit the ability of employers to spend THEIR levy on Higher and Degree Apprenticeships (for police constables, social workers, digital, engineering occupations etc) their organisations need through any such control.
