Navigating the Growth and Skills Levy and Skills England: A UVAC Blueprint

The University Vocational Awards Council (UVAC) has released its latest report Navigating the Growth and Skills Levy and Skills England: The Impact of Funding Reform and Potential Changes in Policy Focus on Higher and Degree Apprenticeships and Higher Education Providers – A UVAC Blueprint highlighting the crucial role of higher education institutions (HEIs) in addressing England’s workforce skills gaps. At a time when industries are experiencing rapid transformation, the report underscores the urgent need for closer collaboration between universities, employers, and policymakers to equip the workforce with the skills required for the future economy.

This UVAC report provides a comprehensive analysis of the current skills landscape, emphasising the value of degree apprenticeships, higher technical qualifications, and employer-led training models. It identifies key barriers to progress and proposes strategic policy recommendations to ensure higher technical and vocational education remains at the forefront of workforce development.

Written by Adrian Anderson (Dr.h.c.) and Dr Mandy Crawford-Lee the key findings include:

  • The Expanding Role of HEIs: Universities are playing an increasingly vital role in delivering technical and professional education, ensuring learners gain industry-relevant expertise alongside academic knowledge.
  • Strengthening Industry Collaboration: Effective partnerships between universities and businesses are essential to fostering a workforce that aligns with market demands.
  • Addressing Regional Disparities: A place-based approach is necessary to tackle regional skills shortages and ensure equitable access to high-quality vocational education.
  • Policy & Funding Reform: Targeted investment in higher technical education, enhanced regulatory frameworks for apprenticeships, and financial incentives for employer-university partnerships are critical to success.

The report reinforces the notion that universities must be central to England’s skills strategy, working in tandem with industry and government to cultivate a workforce fit for the future. At a time when economic resilience hinges on talent development, aligning educational provision with employer needs is more critical than ever.
